Sub:- Dharna Notice from National Joint Council of Action of Central Government Employees (NJCA) for participation in Nation wide protest on 19th November 2015- regarding

Ref:- DOP&T letter No.3/1/2015-JCA dated 16th November 2015

Dear Sir,

We are in receipt of the above referred letter at 18.30 hrs on 18th November 2015 at the office of the National Council (Staff Side)- JCM. While appreciating the spirit of the above letter we are honourd to know about the effects taken by you for holding the Departmental Council (JCM) meetings in the

various Ministries I Departments by issuing a letter dated 2nd November 2015. I hope you are also aware about the various letters issued from this office to the DOP&T and as well as the strong views expressed by the Staff Side members in the Standing Committee Meetings about not holding the meeting of the National Council – JCM for more than 5 years. You will also apprieciate that most of the Government Departments are following your path and are riot holding the meetings of the Departmemtal Council JCM as per the JCM Constitution.

It is also mentioned in the above letter about the meetings of the National Anomaly Committee. However it is regretted to inform you that the decision taken joinly in the meetings are not implemented as per the spirit of the decisions. It is also unfortunate that the decision of the NAC to record disagreement for referring the same to the arbitrator as per the NAC Constitution is also not implemented yet.

Sir, the JCM Scheme was established with the good intension for collectively resolving the problems and issues of Central Government Employees. We take this opportunity to draw your attention about the statement made by the then Home Minister late Gulzari Lal Nanda in the foundation meeting of the JCM Scheme that there should not be any confrontation between the Government and its employees. With this spirit the JCM Meetings ·both at the National and Departmental level used to take place regularly. However in the recent past the·successive Governments have not maintained the spirit and tried to avoid holding meetings and resolving the problems of Central Government Employees.

We are pained to mention here that inspite of the massive demonstration of Central Government Employees before the Parliament on’ the 28th Of April 2015, hardly nothing has been done by the Government of India to settle the charter of Demands.

In view of the above circumstances we are forced to stage a dharna through out the Country on 19th November 2015 because of the delay in submission of its report by the 7th CPC and also non resolution of long pending demands of Central Government Employees.

We therefore request you that there should be an effective communication with the Staff Side and there should be a constructive dialogue to avoid any confrontation with its own employees. In case of any failure on the part of the Government, we will be forced for an indefinite strike of the Central Government Employees in the coming days. We are confident that you will appreciate the feelings expressed by us and take appropriate remedial action in this regard in the interest of productivity and harmonious industrial relations.
